The Food Safety and Standards Authority of India (FSSAI) is accountable for the protection and promotion of public health at large. As we all know FSSAI registration and FSSAI license are key requisites for Food Business Operators (FBOs) in India. FSSAI works intending to enhance the quality of food products, their safety, and the standardization among them. FSSAI license and FSSAI registration are issued to FBOs.

FSSAI Renewal - An Overview 

Usually, the FSSAI License is granted for a specific period of one year to five years, depending upon the number of years chosen by the FBOs. 

An FSSAI license is of paramount importance which is necessary for the food business operators. All the eligible food operators like manufacturers, transporters, distributors, retailers, etc are also required to have an FSSAI license before the commencement of the business.  

But, only getting an FSSAI license is not sufficient in fact. It is evenly significant to renew licenses from time to time by the food business operators. Food license renewal is a simple process. 

The cost of the FSSAI license increases with the number of years applied for. Also, as per the FSSAI guidelines, the food operator needs to apply for the renewal of the license within 30 days of the expiration of the existing one. 

Who Requires an FSSAI License Renewal? 

The FBOs who have been issued the FSSAI License earlier for the period of one year to five years and the period has been expired need to renew the license. Therefore, it is prudent to renew the FSSAI license by FBOs on a time-to-time basis to avoid penalties. 

Types of FSSAI Renewal  

Many FBOs seems to be confused when it comes to FSSAI Licence renewal or how to renew FSSAI license, Making it easy for the license holder FSSAI has introduced two methods for the renewal process: 

  • Online FSSAI Renewal 
  • Offline FSSAI Renewal

Renewal of FSSAI License not only supports the easy-going business process, it also helps the food operators to carry steady operations. 

The food consumer relies on the logo of FSSAI and the brand that the food operator sells. FSSAI trademark on the food product gives the consumer a sense of purity and quality check.  

Certain more benefits for FSSAI license renewal for FBOs are: 

  1. The menace of unwanted penalty is reduced, as if FSSAI license renewal is not filed within the specified time, then ₹100 per day of delay will be charged.    

  2. If the food operators are applying for FSSAI registration renewal 30 days before the expiration of the license they can avoid the late renewal fees. 

  3. When an application for the renewal of the FSSAI license is given, FSSAI ensures an inspection of the registered FBO’s premises to examine for compliance with regulations. The procedure and regulations which have been set by FSSAI are controlled by the Ministry of Health & Family Welfare, Government of India which is headquartered in New Delhi. Therefore, FBOs have a standard maintained for a longer period. 

Documents Required for FSSAI License Renewal

FSSAI License is basically of three types: 

  •  FSSAI Basic Registration 

(Annual turnover below ₹12 lakh for food businesses) 

  • FSSAI State License 

(Annual turnover more than ₹12 lakh but below ₹20 crores for food businesses) 

  • FSSAI Central License 

(Annual turnover more than ₹20 crores for food businesses)  

Basic FSSAI License Renewal 

  1. Passport Size Photograph of the Applicant whose registration has expired.  
  2. Identification Proof (which can be voter ID or Aadhar Card) 
  3. PAN Card of the Applicant 
  4.  Address or residential Proof-like Telephone or Mobile Bill and can also be Electricity or Gas Bill. 
  5. Copy of Property papers (If any owned by the applicant). 
  6. Copy of Rent Agreement and NOC from the landlord (in case of rented property) 

State/ Central FSSAI License Renewal 

  1. Complete address and contact details of the List of Proprietor / Partners / Directors/ Executive Members of Society 
  2. Latest Passport sized Photograph of the Applicant 
  3. Identification proof (Voter ID card or Aadhaar Card)  
  4. PAN Card of the applicant 
  5. Partnership Deed / Memorandum of Association / Article of Association of the firm or the Copy of Certificate obtained under Co-Operative Act, 1861 in case of Co-Operatives 
  6. Copy of Rent Agreement and NOC from the landlord (if rented property) 
  7. NOC from the manufacturer (in case of Distributor) / NOC from Municipality or local body 
  8. An E-Code document issued by DGFT (Directorate General of Foreign Trade) 
  9. Form IX Nomination of Persons by a Company along with the Board Resolution 

FSSAI License Renewal of Manufacturing and Processing Units 

  1. Blueprint plan / Layout plan of the processing unit showing the dimensions in meters/square meters and operation-wise area allocation. 
  2. Name and List of Equipment and Machinery along with their number, installed capacity, and horsepower used. 
  3. List of food categories desired to be manufactured. 
  4. Letter of Authority from the responsible person nominated by the manufacturer with name and address, along with alternative responsible person indicating the powers vested with them via assisting the officers in inspections, a collection of samples, packing & dispatch. 
  5. Report on Analysis (Chemical & Bacteriological) of water to be used as an ingredient in food from a recognized/ public health laboratory.

FSSAI License Fees 

The registration and licensing procedure and requirements are regulated by Food Safety & Standards (Licensing and Registration of Food Business) Regulations, 2011.  The License Fee varies according to the validity of license as from 1 to 5 years. 

How to Renew an FSSAI License

Offline FSSAI renewal 

The process to renew your food license can be done offline by the following these steps: 

  1. FORM A or FORM B can be filed based on the eligibility of the food business Operator for a different type of license. 
  2. Attaching a self-attested declaration is required to comply with the regulations of the Food Safety and Standards Act, 2006 
  3. When the Authority receives the application, they review and examine it and by the same, arrange an inspection of the FBO’s operating premises. 
  4. Once, the inspection officer is satisfied with the compliance with the regulations of the FBO, the authority will pass the application and the report of the inspection. 
  5. It usually takes approximately 60 days for the authorities to issue a renewal of the food license.  

Online FSSAI renewal 

For FSSAI License Renewal online, an FBO has to perform the following steps and they can bear online renewal payment: 

  1. Visit the government portal of the Food Licensing authority. 
  2. After that Login/Sign up for an account. 
  3. Apply for Renewal by clicking relevant links provided on the website. 
  4. Upload required documents as mentioned in the above segment. 
  5. Upon successful submission of the application, FBO will be given an application reference number to keep track of the status of the application for the renewal of the food license. 

What Happen if FSSAI License Renewal is not done on time or after the expiry date 

The Registration of FSSAI License will continue to be valid till the time orders of the renewal application are granted, which must not pass 30 days from the date of expiry of registration or license. 

Although if FBO doesn’t apply for the renewal option they will attract fines as per the law. Also, mismanagement can be witnessed if legal obligations are not complied with. 

It is therefore suggested to renew the FSSAI license before its expiry and it is continually better to apply for FSSAI registration renewal at the time when the notification or intimation for expiry for the FSSAI renewal period is noticed. 

The Food License issued to the FBO will be put in the Renewal Bin 60 days before the date of expiry. FBOs need to monitor this and apply for renewal as soon as their license appears in the renewal bin. 

FBOs should apply for the food license renewal at least 30 days before the license expires, In case of delays, a penalty of ₹100 per day is been charged on the Food Operator.
